Notice the gap between the two rates. At $85,000 of taxable income the marginal rate is 9.30%, but the effective rate — total tax divided by income — is only 5.36%, because the lower bands still apply to the income beneath the threshold.

About California income tax

California uses progressive tax brackets ranging from 1% up to 12.3% — a top rate that ranks 1 of the 42 states that tax wage income, where 1 is the highest. The median top rate across those states is about 5.35%, so California sits above the middle.

Where the brackets sit matters as much as the top rate. California's highest band doesn't begin until $698,271 of taxable income, so the 12.3% figure applies to very few filers. Someone on $85,000 of taxable income pays an effective rate nearer 5.36%— a reminder that a state's top rate on its own says little about what a typical resident actually pays.

California also levies a 1% Mental Health Services surcharge on income over $1 million, which the bracket table on this page does not yet include.
